Managers in organization should possesses both power and authority to manage people or else their words won't be given importance and they won't be considered much by sub-ordinates.If they have authority but not power and if peon or other subordinates has much power than managers then they will be considered as a normal working person and not as manager as he won't use his authority to people having power and hence the result will lies in the hand of people having power.So it is a must to have power and authority for those who are at commanding position.
